Swipe-Up lin kfunctionality is leaving at the end of the month.
According to Social Media Today and Matt Navarra, the swipe-up functionality will be replaced with a new Link sticker.

The Link Sticker will be available to the same accounts that currently have access to swipe-up links. In order to be eligible, your account needs to either have over 10,000 followers or be a verified Business account (or a verified personal account).
This change could be a significant help to social media marketers!
The swipe-up feature could be easy to miss, with a small label at the bottom of the screen indicating the ability to link away from the Story. The Link Sticker should provide more flexibility for creative story telling and quick user engagement.
